Abstract
The paper challenges the dichotomous divide between liberal and conservative administrations in the realm of South Korean policy towards North Korea. Through a historical analysis of North Korean provocations, and the subsequent South Korean response, this paper contends for a systematic response mechanism on the basis of threat perception.
