Urban land market development in China: Implications on the urban planning practice
Along with the decade long economic reforms, the urban land use system in China has undergone substantial changes, ranging from collecting land use charges to selling long terms land use rights. All these market oriented changes have contributed to the emergence of urban land market in China, which not only facilitated the transformation of the urban physical environment, but also brought about many changes in the urban planning process. This dissertation, by conducting detailed case studies in some Chinese cities and extensive literature survey, will provide the first overview of the process of urban land development in China. This comprehensive review will not only introduce the process of urban land use system reformers started during the mid 1980s, but also, analyze the impacts of these changes on the existing land use system evolved from the past decades. More importantly, it will address the impacts of the market oriented land development on the urban planning practice, which are often ignored in the on-going land reform discussion. In addition to this basic conceptual framework on the subject, the study will also address a number of key planning issues in China, such as the effectiveness of master plans, roles of detail plans, as well as chaotic growth patterns caused by rapid increase of township and village enterprises. ^
