The Department of City and Regional Planning is more than fifty years old, and among its faculty are researchers of international repute. They are authors of landmark monographs, journal articles and working papers focused on several subfields especially community and economic development, transportation, environmental policy and growth management, and urban design and development.

    To Whom Does Philadelphia Belong? Exploring and Defining "Institutional Investment" in Single Family Rentals in Philadelphia

    Since the global financial crisis of 2007-2009, single-family rentals have dramatically risen to prominence as a uniquely profitable asset class for institutional investors, especially in the United States. Made possible by a combination of three primary factors – the post-crisis inexpensive Real Estate Owned (REO) homes surplus, the decline in working-class wealth and ability to purchase homes, and the emergence of new property management technology – institutional investors are, for the first time, rapidly acquiring hundreds of thousands of single-family homes. The resulting single-family rental portfolios have also inspired novel investment profiteering strategies, which researchers increasingly argue profit at the direct expense of tenants and prospective owner-occupants. However, at the heart of these arguments, there exist critical unanswered questions around how “institutional investment” is defined and understood. As a result, public interpretations of important research frequently misunderstand its gravity. Journalists and policymakers tend to mitigate researchers’ claims, either arguing that “all home buyers are investors” or reducing all institutional investment to a handful of prominent players. This thesis seeks to empower existing and forthcoming research by clarifying how and why institutional investment should be understood, distinctly, in the modern day. The thesis first traces the historical development of institutional investors, then explores new methods for analyzing under-studied, smaller-scale institutional investment strategies. Most existing research has focused heavily on specific, large-scale investors and the cities where they generally operate. Instead, this research pilots methods to examine under-studied investor behavior in Philadelphia, the largest US city that has thus far received almost no research attention. The thesis then forwards the argument that, without a developed understanding of institutional investment, Philadelphia forfeits power over to whom its homes belong and who profits from those homes.

    Clientelism and Planning in the Informal Settlements of Developing Democracies

    The informal provision of benefits to the poor in exchange for political support, known as clientelism, often provides access to land and services for the urban poor in informal settlements in developing democracies. This review of multidisciplinary literature finds that while clientelism provides the urban poor with some access to the state, its benefits are often inadequate and inequitable. This kind of informal provision also disincentivizes or interferes with the implementation of formal plans. The literature provides some examples of transitions away from clientelism, but lessons for planners in facilitating such transitions are elusive.

    Classifying Opportunity Zones- A Model-Based Clustering Approach

    Objective: Opportunity Zones (OZs) are the first major place-based economic development policy from the federal government in nearly two decades. To date, confusion persists among planners and policymakers in some places as to what features of OZ tracts matter for their inclusion, and, secondly, what features of OZ tracts make them attractive targets for potential investment. The authors developed a typology of OZ tracts in order to offer planners and policymakers alternative ways of organizing a highly variable set of tracts. Methods: This study employs model-based clustering, also known as latent class analysis, to develop a typology OZ tracts from the population of all eligible tracts in the United States. The authors use publicly available data from the US Census Bureau and Urban Institute in developing the typology. Descriptive statistics and graphics are presented on the clusters. Using Portland, Oregon as an example city, the authors present a cartographic exploration of the resulting typology. Results: OZs present with immense variation across clusters. Some clusters, specifically cluster 3 and 9, are less poor, have a greater number of jobs and higher development potential than other clusters. Additionally, these exceptional clusters have disproportionate rates of final OZ designation compared to other clusters. In Portland, these less distressed clusters make up the majority of ultimately designated OZ tracts in the city and are concentrated in the downtown area compared to the more deprived eastern part of the city. Conclusions: We find that OZ designation is disproportionately seen in particular clusters that are relatively less deprived than the larger population of eligible tracts. Cluster analysis as well as other forms of exploratory or inductive analyses can offer planners and policymakers a better understanding of their local development context as well as offering a more coherent understanding of a widely variant set of tracts.

    Data-Based Urban Heritage Policy Assessment: Evaluating Tel Aviv’s Preservation Plan

    Urban heritage policies are rarely assessed on a regular or continuous basis. Formal indicator guidelines and scholarly work address some possible evaluation methods for urban heritage policies, but a gap exists between the generalized work and limited on-site implementation. Spatial and non-spatial datasets should contribute to our understanding and refinement of such policies. Yet, in practice, data and the proper assessment mechanisms are often lacking. This research presents Tel Aviv’s 2650b preservation plan as a case study to explore possible assessment methods of policy effectiveness. Tel Aviv is the second-largest city in Israel. In 2003 UNESCO declared the White City of Tel Aviv, the center-city area, a World Heritage Site (WHS). UNESCO based the designation on an outstanding synthesis of the Modern architecture movement and an outstanding example of new town planning of the 20th century. Municipal plan 2650b was enacted in 2008 and is linked to the WHS, protecting modern architecture and mainly focusing on the center-city area. The Plan classifies properties into two preservation levels and three architectural styles. The city’s online building archive facilitates analysis and evaluation of plan 2650b. The Plan has been in place for over a decade, during which no data-driven comprehensive evaluation or monitoring processes occurred. Relying upon Kitchin’s definition of effectiveness, in the context of urban indicators, as “whether goals and objectives are being met – doing the right things,” this research asks: what factors correlate with the effectiveness of Tel Aviv’s preservation plan? Three sub-questions lead the research: Are the Plan’s goals being met? Are they being met in the same way throughout the Plan area? And, how, if at all, are pre-existing characteristics of the properties addressed by the Plan? The study assesses the outlined goals and presents a roadmap for constructing indicators and spatial analysis for a specific policy. The study approach uses an author-created property-level database to assess proposed customized indicators and run spatial analysis. It finds that the prevalence of preservation varies across space, among architectural types, and between the two preservation-restriction levels. In particular, the Plan is relatively less effective at preserving Modernist buildings. These findings reveal the inconsistency of the Plan at protecting the Modernist architecture at the core of the global designation. The results stress the need for data collection, setting numeric objectives, monitoring plan outcomes, and potential future research to realign incentives with preservation goals.

    The High Cost of Free Highways

    It is widely but not universally held that more roads mean more traffic. In spite of this evidence we are continually seduced by the notion that we can zone for low density to preclude traffic from occurring, that we can move far away from traffic that we can avoid it, and/or that we can build our way out of traffic. This low density race to the edge results in the ill-defined but expensive condition of sprawl. In a counter vein, New Urbanists, Advocates of Transit Oriented Development (TOD), and smart growth advocates have embraced the notion that traffic has always been with us and is here to stay, but we can make the most of our activity spaces by concentrating development, arresting the creation of new roads, and investing wisely in high capacity transportation systems.

    Land Preservation in New York, New Jersey, and Pennsylvania: Strategy, Funding, and Cooperation are Key

    Land use planning in America has traditionally meant "planning for development." Over the past 25 years, hundreds of communities and several states have recognized the need to preserve land for farming, forestry, watershed protection, wildlife habitat, recreation areas, or open space. A common problem is that public planners have not clearly delineated certain lands for preservation. Meanwhile, non-profit organizations have not fully perceived themselves as land use planning agencies (Wright and Czerniak 2000); and have often pursued a piecemeal and reactive preservation strategy in response to weak local zoning and the swift pace of development (McQueen and McMahon 2003). Thus, in most places in America, including New York, New Jersey, and Pennsylvania, privately owned open land seems to be at once for sale for development and available for preservation. The competition to preserve or develop land causes considerable friction between developers and land preservationists. Meanwhile, governments have a schizophrenic relationship to land: they want to see it developed so the tax base will increase and the economy will grow, yet they are also active in preserving land.

    The Future of Infill Housing in California: Opportunities, Potential, and Feasibility

    This article presents a methodology for using county tax assessor records and other geographic information system and secondary source data to develop realistic estimates of community, county, and statewide infill housing potential in California. We first identify the number, acreage, average size, and spatial distribution of vacant and potentially redevelopable parcels within three types of infill counting areas. We then develop a schema for determining appropriate infill housing densities based on transit service availability, local land use mix and character, and initial neighborhood densities. We use this schema to generate local, county, and statewide estimates of infill housing potential. These are then carefully evaluated in terms of their parcel size and financial feasibility, the likelihood that construction will displace existing low-income renters, and the contribution to cumulative overdevelopment. We conclude with a brief discussion of state-level policy changes that would reduce barriers to market-led infill housing construction.

    Advancing the Art and Science of Planning

    The interplay between harmony and conflict focusing on the definition of planning and the financing of promotional activities has characterized the seventy year history of the professional organizations. Despite these currents, foundation support, visionary leadership, and dedicated volunteerism have combined to spread the planning ideal throughout the nation. Nonetheless, the profession remains weakly defined, leaving a challenge for the newly formed American Planning Association.
